Kano Budget Hearing: Ummatee-C4PASS Seeks Funding for Solid Minerals Lab, Community Security, and Social Infrastructure

Ummatee-C4PASS, a civil society stakeholder group, has called on the Kano State Government to prioritise funding for solid minerals development and internal security interventions as deliberations continue on the 2026 Appropriation Bill at the Kano State House of Assembly.
The call was made during a public budget hearing where Ummatee-C4PASS, led by its Chief Executive Officer, Ghazali Ibrahim Ungogo, submitted a comprehensive proposal outlining critical needs across key ministries, departments, and local government areas in the state.
Leading the submissions, the organisation urged the House of Assembly to allocate funds for the establishment of a functional laboratory under the Ministry of Solid Minerals and Natural Resources, describing it as vital for effective regulation, research, and value addition in the sector.
Ummatee-C4PASS noted that strengthening the solid minerals sector would enhance internally generated revenue, promote environmental compliance, and create employment opportunities, particularly for young people in Kano State.
The stakeholders also emphasised the need for increased funding to the Ministry of Internal Security and Special Services to institutionalise an Early Warning and Early Response (EWER) system in communities across the state.
According to the submission, the EWER system would support early detection of security threats and enable timely response to insecurity challenges affecting several communities in Kano State.
Beyond state-wide concerns, Ummatee-C4PASS highlighted infrastructure and social needs in Ungogo Local Government Area, including the construction of roads, erosion control in affected communities, and the establishment of a laboratory and antenatal care unit at Ungogo Primary Health Centre.
The group further requested budgetary provision for additional classroom blocks in Bachirawa, Ungogo, and Zaura secondary schools to address overcrowding and improve learning conditions.
In Takai Local Government Area, the stakeholders appealed for funding to upgrade Takai General Hospital to improve access to quality healthcare services for residents.
Ummatee-C4PASS also drew attention to the needs of Persons with Disabilities (PWDs), calling for budgetary allocation to procure assistive and adaptive technology tools to support education, mobility, and independent living.
Other submissions included requests for increased funding to the Ministry of Agriculture for a food security baseline survey, construction of eleven earth dams with irrigation channels, and completion of the Dansoshiya Dam.
The group further called for adequate funding for the Kano State Social Protection Agency (KASPA), the State Emergency Management Agency (SEMA), and the revival of the Sexual Assault Referral Centre, WARAKA SARC at Murtala Muhammad Specialist Hospital, an issue earlier reported by Pulse Time Nigeria.
Speaking at the hearing, Ghazali Ibrahim Ungogo said:
“Adequate funding for security, solid minerals development, and social protection programmes is critical to building a peaceful, resilient, and economically stable Kano State.”
Ummatee-C4PASS concluded by commending the Kano State House of Assembly for promoting transparency and inclusive governance through public participation, expressing hope that the 2026 budget would address key development needs across the state.
